Colorado has life without parole. A jury decides the sentence. The Governor is fully authorized when
he or she deems it proper and consistent with the public interest and the
rights of the condemned to commute the sentence in any case by reducing
the sentence to life imprisonment or a term of not less than 20 years of
hard labor.

Colorado has one of the better systems of legal representation,
a small death row and only one execution since re-enactment.
