Oregon has life without parole. A jury decides the sentence. The governor has sole authority to grant clemency.
Oregon's last execution took place in 1997. In 2011, Governor John Kitzhaber declared a moratorium on all executions until the end of his term. He urged the legislature to consider abolition of the death penalty.
