Indiana has life without parole.  Sentencing is decided by a jury.  The Governor on the advice of the Parole Board has the power to grant clemency. The Governor needs a favorable  recommendation of the Board to be able to grant clemency. The Governor, however, is not bound by the favorable  recommendation.
